Innovation, Capital and Management – Three Engines That Facilitate China Hi-Tech Group to Integrate Industry-Academy-Research

On Nov. 14th, the 8th China Italy Science Technology & Innovation Week was held in Beijing. Wang Peng, the senior vice president of China Hi-Tech Group attended the Open Innovation Session and gave a keynote speech.
 
Following is the speech text:
 
Distinguished guests, leaders and media friends: Good Afternoon! First of all, I want to thank our sponsors for providing this Sino-Italian Innovation Cooperation Week forum. Chinese companies along with representatives from the Italian government, institutions and companies can gather at this forum to communicate and share information in various exciting fields such as intelligent manufacturing, bio-medicine, cultural technology, smart city development and many other fields. At the same time, I want to extend my gratitude to the Ministry of Science and Technology: thank you for inviting me to present this keynote speech.
 
First, I want to briefly introduce China Hi-Tech Group. Founded in 1992, China Hi-Tech Group achieved its IPO in 1996. 19 of our main shareholders are top universities in China, including Peking University, Fudan University and Renmin University. These universities support China Hi-Tech Group tremendously in the areas of school-business cooperation and overseas academic resources introduction. Throughout our 25 years of development, a series of adjustments and changes have taken place in our company. In 2016, the Group refocused all of its business on education which is composed of two main areas: investment in educational ventures and the organic development of the Group’s own educational products and services. Based on our strengths in management, resource allocation and capital investment, we hope to contribute to the modernization of China’s national education system as well as enhance and grow international education cooperation.
 
My speech today mainly focuses on “Industry-Academy-Research integration”. Why integration? It is a key approach to promoting the development of education and other industries, and an important topic for governments worldwide. Also, it is a key development strategy for China Hi-Tech Group.
 
The industry-academy-research cooperation is not a new concept. Literally speaking, “industry” refers to businesses like China Hi-Tech; “academy” refers to universities and colleges; and “research” refers to research institutions. Recently more and more attention has been paid to the combination of industry-academy-research innovation. In this triangle of cooperation, companies can be the drivers as they are market-orientated while cooperation with universities and institutions often times are coordinated under the guidance of government. Obviously, industry-academy-research is an effective way to transfer technological innovation achievements into practice, which is enabled by a close link between government, the corporate world and universities and research institutions.
 
Starting as early as 1906, Industry-Academy-Research integration started to attract extensive attention in business circles in America. 50 years later, Japanese businesses also started to cooperate with universities and colleges in various forms in order to develop new technologies. Other developed countries, including Italy, successively took the development path of industry-academy-research integration after World War II. China has also recently announced a series of policies to guide the industry-academy-research cooperation and transformation of scientific and technological achievements. Last year, there were several important policy opinions related to the issue declared by the Ministry of Education and by the Ministry of Science and Technology. The “13th Five-Year” Planning Regarding University Science and Technology was issued by the Ministry of Education, and the Action Plan of Institutions of Higher Learning to Promote Scientific and Technological Achievements Transfer and Transformation were implemented. University industry-academy-research cooperation and transformation of scientific and technological achievements in China have entered a new stage of in-depth implementation. This year, actually just this month, the report of the 19th National Congress of the Communist Party of China also stressed the spirit of deepening industry-education combination and school-enterprise cooperation.  Other national policies are also beneficial to enterprises in this integration. With the Belt and Road Initiative, international exchange and non-governmental exchange between China and Italy have been increased which can offer great opportunities for Italian enterprises, universities and institutions to communicate and expand market cooperation in China.
 
Given these beneficial policies, China Hi-Tech Group has taken advantage of major opportunities in education development as well as promoting the integrated development of industry-academy-research through the three engines of innovation, capital and management. I would like to say a few words about each of these three points.
 
The first point is innovation. Innovation is a word that is never outdated. In China’s overall modernization strategy, developing an innovative country and enhancing innovation ability are critical elements to upgrade our industry and social development.
 
Companies and universities leverage different kinds of approaches to innovation; they each have internal strategies and operational mechanisms for implementing innovation. In order to remove barriers in economic and social development and also to stimulate the vigor of innovation, cooperation is needed between companies and universities, and also between countries. The “Sino-Italian Innovation Cooperation Week” is an excellent opportunity to enhance country to country cooperation. Responding to China's “mass entrepreneurship and innovation” strategy, it can promote collaborative innovation, providing mutual benefits to all parties.
 
As an innovator, China Hi-Tech Group is currently developing the new concept of an urban educational industrial park. While introducing cutting edge specialties and excellent scientific research achievements from universities at home and abroad, we provide a series of innovative educational services, infrastructure, platforms and investment support. During this process, with overseas talent, scientific research achievements and IP resources introduced, we hope to create production standardization and thereby promote China’s standing as an innovation leader. China Hi-Tech Group and The National Research Council of Italy have reached certain cooperative intentions on scientific research and I believe there is a bright future between us.
 
Second point is about capital, enterprises’ unique capital strength. Since industry-academy-research combination is inherently market-oriented, in both R&D and in assessing market demand, companies can make full use of their production experience and first-hand information to directly evaluate the feasibility of transforming advanced theories and academic achievements as well as eliminating outdated theories and technology, so as to produce suitable products to reduce R&D costs of universities and institutions. Meanwhile, industry-academy-research combination enables the knowledge of academics conducting scientific research to directly enter the commercial sector. By the corporate introduction to the market of new technology and production processes, academic achievements can be brought under corporate management and receive critical feedback from the market thereby increasing the success of commercialization. To make commercialization successful, the participation of corporate-provided capital is indispensable. We can even say that corporate capital is the most efficient way to enable that commercialization of university research.
 
Education investment is the core business of China Hi-Tech Group. Our identity, as a listed company with high social credibility, extensive financing channels, and resilient capital strength, all provide enormous support to the marketization of scientific research achievements. As an example, in July 2017, we acquired Guangxi Yingteng Education and Technology Company, an Internet medical education firm. Since it became a subsidiary company of China Hi-Tech Group, the Company has gained the opportunity to cooperate with PKU Healthcare and our university shareholder Peking University Medical College. After China Hi-Tech’s investment, Medical Colleges of our universities shareholders managed to gain practical scientific research achievements while Yingteng gained new credibility and competence in the market.
 
China Hi-Tech Group has established subsidiaries in the United States and Hong Kong and the Group is pursuing investment and cooperation with universities and educational institutions around the world. We see potential for cooperation with Italy, for example, in fields where Italy is world-renowned such as art, architecture and automobile manufacturing. We are confident that if we introduce such specific courses, they will benefit from strong domestic demand via our network of domestic university partnerships.
 
My third and last point is about management. This is where companies can play the greatest role during the process of industry-academy-research integration. Since companies can effectively integrate various resources in a market-oriented way and leverage the strengths of universities and scientific research institutions, they are able to promote technical innovation and drive the transformation of scientific and technological achievements.
 
Like China Hi-Tech Group, companies that have dominant positions in the market definitely are equipped with strong operational management ability. As I have mentioned before, China Hi-Tech Group's is developing organically a number of businesses including training, educational research, education industrial park management, and Internet+ education. The reason why we can currently conduct business in these multiple segments is that we can manage the needs of various partners, such as our subsidiary companies, shareholding universities, and collaborative scientific research institutions. Leveraging human talent, technology and advanced management, we strive towards the goal of industry-academy-research integration.
 
China Hi-Tech Group is committed to promoting all-around and multi-level industry-academy-research cooperation. We hope to continue the transformation and commercialization of university research by leveraging our partnerships, market knowledge, service platform and capital investment. At the same time, together with all the partners here, we hope to promote industrial and economic development through deepening relevant cooperation at home and abroad, using capital, innovation and management.
